The county-related plans show significantly better financial performance than commercial plans, and have spent less on marketing, administration, and medical costs, according to the research. Although the study indicates that Medi-Cal managed care health plans were financially stable, and actually improved, during the time period studied (1996-1998) their financial health must be monitored over time, Medi-Cal Policy Institute Director Crystal Hayling cautions.
